- Run in a contested race for local office (not state or federal, just county-level or below),
- Fundraise using an independent campaign finance committee solely in support of their candidacy, and receive a contribution in any amount from at least 1% of the voting households* in the election district sought,
- Disclose 100% of all campaign contributions and expenditures, and
- Commit to standing up for clean government once elected to office.
*A voting household is defined a household with at least one voter in it. In other words, this is the total number of distinct addresses on the voter rolls. Voter turnout is not a part of this calculation. The board of elections will have this information on hand, but may in some rare cases require a FOIL/FOIA request.
