Not many people would connect the dots between former President Ronald Reagan’s 1981 inaugural remarks and a new political action committee started by a Finger Lakes Democrat.

“Government is not the solution to our problem, government is the problem,” Reagan said as he began his first of two terms in the White House.

But that oft-cited 12-word sound bite is barely a sliver of a complicated, wide-ranging 2,500-word speech in which he encouraged more citizen involvement because citizens, through voting and being active in civic life, are the government.
